You can create whatever content you want on an .aspx page in
SharePoint Designer 2007 just using it as a text editor. Then, to add
it into the portal with the styles etc for that site, select the Format
Menu > Masterpage > Attach Masterpage > Select the Masterpage
for your site.
Creating Workflows- open sharepoint designer
- navigate to the list that you want the workflow to be associated with
- right click > new > sharepoint content > workflow > blank workflow
